In this paper we discuss the possibility to use a laser beam as a diagnostic tool in electron cooling experiment. The scattering of light from an electron beam can be used to measure the beam density and the electron longitudinal temperature. The use of commercial high-power lasers allows us to reach resolution of the order of (10^-4 ... 10^-6) eV, for electron temperature measurements.
