This paper analyses the first articles of the project worked out by the EU Convention, an organ introduced by the European Convention of Laeken, in charge of examining the essentials matters related to the future development of the Union. The attention is particularly focused on the articles concerning the distribution and the exercise of competences among EU and member States. The analysis proposes two different meanings of the principle of subsidiarity, regarding its application to the different kinds of EU competences.
