The excitation of spin-isospin modes at the surface of a nucleus is investigated in an RPA framework, utilizing a harmonic oscillator basis. The effect of the mixing between the spin-longitudinal and spin-transverse couplings is found to play an important role in explaining the absence of contrast in the ratio between the longitudinal and transverse responses measured in (p, p′) experiments.
