This work analyzes and compares the different treatment of citizens and third country nationals in the European Union with regard to rights of free movement. It highlights how existing rules create a "mobility ladder", where European citizens are at the top, and recently arrived third country nationals are at the bottom. It considers the implications of this for purposes of immigrants' integration in the E.U. member states and the notion of European belonging.
