Knowledge governance is the result of a complex web of institutional and organizational devices that make possible a division of labor and the participation of a variety of agents with different incentive mechanisms in the generation and exploitation of knowledge as an economic activity. Historically we can observe two periods. In the first, knowledge governance was characterized by a knowledge policy aimed at contrasting the risks of knowledge undersupply with direct public interventions. In the second implemented in the new century the focus of public intervention is shifting towards the quality of the systems in terms of knowledge interaction.
