This chapter will highlight how a cooperative game between the different social, institutional and economic actors can improve the quantitative and qualitative diffusion of ICT infrastructures and give raise to effective vertical (interaction among Regions, provinces, municipalities) and horizontal (interactions between institutions, public companies and non-profit organizations) forms of e ???government and e-governance aimed at creating a social and cultural capital. Furthermore on the base of 20 case studies of territorial Wi-Fi facilities it will be put in evidence how the creation of these infrastructures, highly placed in a territorial context, can manage to create a social model which combines technology and technological capabilities with social relations, giving rise to interesting forms of cooperation among social actors in promoting both the growth of citizens services, new economic innovative activities and interesting forms of participation . Combination of technological density and social density would broaden the competitive advantages for innovative companies that , through it , they could build their networks to customers and knowledge . Furthermore, this combination would fuel the growth of an environment more favourable to innovation, expanding for all the opportunities to have access to the necessary resources and to improve and increase network activity . For many businesses , in fact , the ICT would play a key role not only to reduce costs and increase the speed of performance , but also to connect in real-time supply and demand thus contributing to increase the value of the product. The appropriation by the economic actors of model of open innovation and their active participation in a logic of cooperation with relevant actors in the territory could place economic actors again among the main architects of a development that combines technological innovation and social innovation .
