The realization of a Public Management oriented to efficiency and transparency is one of the needs highlighted by the present European member states’ policies. In this scenario, the managerial sciences have shown a growing interest to develop multidimensional systems of performance analysis. The model proposed in the paper aims to identify the presence of a potential correlation between efficiency (E) and transparency (T) – from this its name is [(T) & (E)] model – by the analysis of two Italian Public Sectors. Among the tools used in the study there is the “Compass of Transparency”, a new tool launched in 2012 and developed by the Italian Ministry for Public Administration and Simplification. The research aims to be one of the first applications of this innovative tool that has had an international recognition on the last e-government survey published by the United Nations in the year 2014.
