This article studies the figures of excess and superfluity frequently used in the speech of supranational organizations. It underlines some of the main rhetorical figures traditionally considered vain and meaningless (perissology, macrology and truism) through which the United Nations agencies’ annual reports succeed in presenting neoliberal globalization ideology. After pointing out the pragmatic and discursive usefulness of these figures, the paper mainly shows that such figures are influenced by ideological context which contribute in turn to form the context of reception itself. The analysis also investigates the argumentative value of figures as they exemplify fallacies and sheds light on epideitic discourse. It concludes with a reflection on the status of these specific types of speeches using concepts like politicalnewspeak and sophistic rhetoric
