The debate on security focuses on defensive measures to ensure it. However, these are mostly inadequate. The risks against which society claims to be immunized, increasingly mediated by technologies, create ever greater restrictions on freedom, without increasing the security condition. Before this failure, it emerges the urgency of rethinking security. Taking into account the significant scope of the concept of security, the relationship it has with the concept of inclusion is essential. In other words, achieving security becomes a possible goal only if one builds on an intersubjective inclusive relationship
