The article explores the pandemic impact on low-threshold services for homeless people in Turin. On one hand, in a frame of biolegitimacy, the pandemic enabled process of recognition of homeless people’s needs and opened spaces for testing new management style of shelters. On the other hand, it highlighted the limits of these experimentations, due to the othering function of shelters and to the power distribution inside them.

Abstract
