Despite the innovations that the Third sector reform and the Recovery Plan introduced, the relationships that define the processes of shared administration have deep roots. The structure of institutional context and previous interactions dating back to the experiences of an integrated management of social services (“Piani di Zona”) or the first forms of urban governance, have a strong influence on the setting of the new processes of co-design and coprogramming. In this framework, the article questions how the characteristics of the local contexts are shaping and will shape these processes. In order to observe these dynamics, the article firstly defines the general coordinates of the debate at national level, secondly turns its gaze to the provinces of Biella and Foggia. The case studies are characterized by a marginality of the public actor, attributed to different causes. Without the leading role of the public administration, the balance on the fields and the cooperation, trust and conflict dynamics are fundamental and highlight that both trust and openness of the network are essential ingredients to seize the opportunity that the challenge of shared administration entails.
