The aim of this article is to examine the different ways in which foreigners were included in the social policies of France and Argentina, two of the most important immigration countries during the interwar period. Two apparently very different models emerged in the early legislation of the two countries: while in France the aim was to include only some immigrants in social policies in order to select and rank the workforce, in Argentina social policies were supposed to attract migrants and let them settle on a permanent basis. However, these two approaches underwent profound changes during the interwar period: new economic, demographic and diplomatic concerns transformed the types of migrants that both countries wanted to bring in, and altered the role played by social protection in the forms and rhythms of migratory flows.
