Overcrowding, the lack of quality infrastructures and services available, hygiene conditions and situations of physical and psychological vulnerability resulting from physical containment, are all elements that affect the construction and management of adequate responses to the most diverse emergency situations, which then become more complex and more impactful than they do in wider society.
