Discrimi-nation by municipalities and sometimes ambiguous legislation hinder their registration. The exclusion of homeless people from municipal registration is a structural phenomenon. This article, based on research carried out over the last fourteen years, examines this phenomenon, highlighting the histor-ical reasons and the theoretical and political implications.
