From the 19th century onwards, several institutional and associational actor became interested in the legal protection of foreigners. This article analyses the initiatives undertaken by Italian diplomacy, as a country of emigration, and by legal aid societies in the United States, as an immigrant context. From these various initiatives, there were several attempts to foster multilateral coordination from the beginning of the 20th Century, attempts that culminated in the creation of a specific committee of experts within the League of Nations and which operated during the 1920s.
