The article provides a critical analysis of the main instruments recently proposed by the Commission to support a massive increase in Member States’ defence spending: the establishment of the Security Action for Europe (SAFE), the coordinated activation of the national escape clause under the Stability and Growth Pact, and the inclusion of defence-related objectives in the review of EU cohesion policy. In light of the objectives and content of such proposals, which do not concern the coordination of defence policies or the establishment of a supranational defence policy, but rather the mobilisation of resources for national investments, the article argues that they reflect a paradox inherent in the current state of European integration.
