The essay analyses the socio-legal nature of those administrative measures that limit the mobility in specific spaces, primarily urban, of those categories of people who are perceived as a threat to public order and decorum. Such measures, which can be considered real power devices, can be divided between those limited to monitoring and census of movements in the territory and those that prohibit or severely restrict access to well-identified urban areas.
