Abstract

Participation platforms, integrated with artificial intelligence, are reshaping public communication as a democratic infrastructure based on listening, transparency, and accountability. AI can enhance accessibility, analysis, and reporting in deliberative processes, but only if governed by clear rules, human oversight, and careful attention to risks of exclusion and technological delegation. The quality of governance remains the decisive factor in turning digital participation into institutional trust.
