The paper analyses the evolution of public administrations’ responsibilities due to the digital transformation. New technologies enable precise data acquisition, which improve risk detection and management, as well as the distribution of responsibilities among public administrations, civil servants and private organisations. The effects of digital transformation on good administration and adequacy principle are analysed. A redefinition of different forms of protection and compensation is required, and should be coordinated with different deterrent measures (civil, administrative or social sanctions) together with innovative insurance models in the public interest.
