This essay proposes a theoretical and computational formalization of administrative clarity as a measurable parameter of the efficiency and legitimacy of public action. The research identifies linguistic and procedural complexity as a form of institutional information asymmetry that undermines transparency and substantive fairness, generating transaction costs and cognitive inequalities. Through a multilevel dynamic model, the study shows that simplification cannot be reduced merely to the reduction of bureaucratic burdens or administrative requirements; rather, it should be understood as a new equilibrium between expressive clarity, procedural simplicity, and institutional learning capacity. Using Monte Carlo simulations, this contribution probabilistically analyzes the impact of simplification policies on regulatory accessibility and litigation, highlighting how administrative language can function as a factor of systemic efficiency and distributive justice. In conclusion, the essay positions clarity among the inherent principles of sound administrative governance, outlining both its empirical measurability and its role as a mechanism for cognitive rebalancing between public administration and the final recipients of legal norms.
