The European Union represents a space in continuous transformation, marked by linguistic and cultural pluralities and by different historical and institutional identities, in this sense the construction of its public sphere is not a point of arrival, but a process that intertwines information, participation and legitimacy. The communication of the European project plays a crucial role in accompanying the great transformations, from its origins, when it was mainly diplomatic activity, through Habermas' idea of a public space of relationship, up to the recent challenges imposed by new media ecosystems and governance through data. The book reconstructs the genesis of EU communication policies, showing their intertwining with institutional dynamics, especially in crisis situations where communication has become a strategic infrastructure for democratic governance. The author analyzes the systemic and cultural shift from information to European communication, the role of the media in the visibility and understanding of Europe, the regulation of pluralism and the protection of information integrity. The central thesis of the book is that Europe becomes "public" when communication asserts itself as a collective value and good, capable of translating the European political project into a shared and participatory experience.
