Through an analysis of key legislative reforms—including the Amato-Carli Law, the Ciampi Law, and the Tremonti Reform—the study highlights the regulatory changes that have shaped the governance and operational scope of these institutions. Particular emphasis is placed on the challenges posed by political influence, governance inefficiencies, and regulatory ambiguities. The paper also explores the role of banking foundations within the third sector and the implications of their financial management, proposing potential reforms to enhance their efficiency and accountability.
