The paper offers a comparative analysis of the salient trends in environmental governance worldwide: ecological modrnization and the use of market based policy instruments, the diffusion of voluntary appraches to environmental policy, contractual agreements between administrations, privatizations in the provision of environmental services, the creation of environmental protection agencies in a number of countries, the role of the judiciary, the allocation of enactment and enforcement powers, environmental management by indigeous people and local communities, and the integration of environmental policy-making with other policy sectors.
