In 1998, the Associazione Torino 2006, the committee promoting Turin as candidate city for hosting the XX Olympic Winter Games 2006, and the International Olympic Committee (IOC) jointly assumed the responsibility of organizing the medical services system for the 2006 Olympics, i.e. the commitment that "During the Olympic event, all participants and spectators will be ensured health care also in the event of incidents caused by natural risks or connected with situations of mass casualty; the planning of health care will be operated in conjunction with all other TOROC sectors". The TOROC Medical Services, directed by Dr. Giuseppe Massazza, will provide basic and emergency medical services to athletes, Olympic Family members, IOC members, media operators and spectators. The Medical services are also responsible for anti-doping control. From its inception, the Torino 2006 Olympic Medical Services Plan has involved the regional health system for the delivery of health care and the Italian Federation of Sports Physicians (FMSI). Based on the experience of past summer and winter Olympic games, the international Olympic project is supervised by the Medical Commissions of the IOC and the International Paralympic Commission (IPC) which will control and sanction all organizational aspects and levels of health care during the Games. The goal of all partners is not only to operate high quality services during the Games but also to leave a permanent resource unique to Italy in the organization of major sports events
