The chapter focuses on analyzing how urban heritage concervation policiies and practices and clusters development policies interconnects to tourism development. The aim is to analyze the ambiguities these processes entail in the case of congested and highly conflicting urban areas, such as the case of the jewelry cluster of Khan al Khalili, located in the area of Historic Cairo, included in 1979 in the UNESCO World Heritage List. After analyzing the actors involved and their role at different scales, the article highlights the potential the conflicts arosen have in destroying the peculiar socio-economic milieu that has traditionally characterized Historic Cairo. The role fo tourism in shaping and influencing these process is also highlighted.
