After a survey on the meaning of conditionality in international law, the study focuses on specific fields in which the European Union enacts policies of conditionality. The Authors first explore EU human rights conditionality, towards ACP countries as well as in the context of the Euro-mediterranean partnership and European neighbourhood policy. Secondly, the Authors analyse the evolution of the EU generalized system of preferences in light of the recent WTO dispute India vs. the European Community’s GSP. Eventually, a new area in which EU exerts conditionality is identified: this is the case of external monetary relations, when the EU negotiates a monetary agreement with the aim to grant the euro legal tender status in third countries. In conclusion, the Authors draw a red line across all the different examples of EU conditionality and suggest a new strategy to improve their effectiveness. SOMMARIO: 1.
