Which are the characteristics and the developments of a public policy in a crisis context? Which is the approach of public and private actors in defining and implementing a policy in a situation with internal and international problems? What happens when a policy arises from a peace process? This paper aims to study the policy making that brought to the creation of a Palestinian water policy. The water management in the Palestinian-Israeli area has been frequently represented like a conflict between States. This is, in effect, a very relevant component but, in the case of Jordan-Yarmouk basin is only one aspect of the question. For many scholars it is impossible to find in this case study a reasonable solution because the non-cooperative approach of different actors excludes the possibility to reach a shared solution. Our aim is to exceed the impasse determined by the bilateral vision of the conflict analysing the existing dynamics between the actors involved in the management and development of this policy
