Following the Winter Olympic Games of Torino 2006, the idea of the development of cultural tourism became a leitmotiv into the debate regarding the urban transformation in Torino. It is difficult not to recognize the recent positive and increasing trend of the tourist flows, even if it can be considered controversial. The main issue is about the actual presence of a real lasting increase of the tourist mass -not only linked to the ephemeral “Olympic effect” – and about the connection this increase might have with a qualitative and quantitative evolution of the tourist offer. The main purpose of this article is to analyze the dynamic factors, the resources and the actors’ networks of the cultural and tourist sectors in order to verify if the progressive creation of an integrated tourist system can be a real hypothesis.
