This paper, which stems from an empirical research which took place in the province of Turin, focuses on the decisional processes of the “Piani di Zona”. It appears that notwithstanding the fact that the Piani di Zona are technically managed, it would be a mistake to think to these processes as of mere 'political techniques'. In fact the programming instruments preserve a fundamental political value detectable in what might be defined an 'hyper-political mobilitation of the means' (i.e. of the technicians), in order to better pursue its original purposes.
