It considers its policy justifications and contextualizes such legislation in respect of relevant choices of other countries such as Canada and the U.S. It considers how policies favoring talented migrants may have a revitalizing effect in the context of economic and financial crisis in Europe, focusing in particular on the synergy between skilled migration and innovative start-ups.
