Utilizzazioni boschive e valore dei prelievi legnosi in Piemonte - Management and estimate of forest utilization value in Piedmont

Riassunto Il lavoro traccia un quadro dei prelievi legnosi effettuati in Piemonte dopo il 1° settembre 2010, data di entrata in vigore della nuova legge forestale regionale (L.R. 4/2009). Si sono poi descritte struttura, attività e forme gestionali delle imprese private di utilizzazione boschiva iscritte all’Albo imprese forestali piemontesi e si è indagato il settore pubblico delle squadre forestali, che ha riguardato l’evoluzione numerica degli addetti, delle attività e della spesa, a partire dal 2006. Il quadro complessivo è di un generale sottoutilizzo dei boschi, ma al contempo si dimostrano le elevate potenzialità produttive, sia in termini quantitativi che qualitativi. L’iniziativa regionale di dotarsi di un albo delle imprese forestali va valutata positivamente perché pone le basi per il coordinamento del settore, portando inoltre utili elementi conoscitivi sulle caratteristiche di chi opera in bosco, inoltre si pone come strumento in grado di migliorare nel medio-lungo termine la qualità del settore, con un’offerta lavorativa più solida, una maggiore aggregazione e rappresentatività delle aziende. Anche il settore pubblico è da considerarsi come importante strumento occupazionale, specialmente in alcune valli marginali interne, ove garantisce il presidio delle aree più fragili e la manutenzione del territorio. Summary The paper gives an overview of the forest utilizations in Piedmont Region (Italy) after the issue of the new Regional Forests Law (Law number 4/2009) in September 2010. It describes structure, activities and management of private forest companies, recorded in the official regional register of forestry companies and it investigated the public forestry workers as well, analyzing the evolution of employees, their activities and the related expenditure, from 2006. The overall picture of the sector shows a general underutilization of the resource, but at the same time, it demonstrates an high productive potential, both in terms of quantity and quality. The regional initiative to adopt a register of forestry companies is welcomed, because it allows better coordination of the sector, giving also useful information about characteristics of forest workers, and acting as an improving tool, particularly in the medium long-term, promoting the aggregation of the companies. Finally, the public sector is considered as an important instrument of employment, especially in some inland and marginal area, where it guarantees the presence and the maintenance in fragile territories.
