The improvement of Chinese environmental situation - already estimated, according to data published by Greenpeace and Airvisual, in a 10% reduction in the level of city pollution between 2017 and 2018 – is further increased in winter 2019-2020, thanks to COVID-19 pandemic. It is worth, however, asking how far PRC has really changed its development model, until few years ago still inspired by the slogan "pollute before, remediation after" (先 污染 后 治理 xianwuran hou zhili). Are these just favorable circumstances, or are Chinese leaders statements supporting sustainable development actually reflected in the rules and practice of law? Is it possible for Chinese citizens to contribute to the creation of an ecological civilization, as provided for by the Prc Constitution? What are the tools available to those who want to commit themselves to this goal, in the current PRC’s political and legal context? In the next pages, we will answer these questions, through a brief analysis of the evolution of the relationship between legal protection of the environment and public participation in 21st century China.
