The paper deals with the institutional connections between State and Regions and the prospects for reforming the discipline, including in the Constitution, of the "Conference system", relating it to the recent constitutional amendment which has led to a reduction in the number of parliamentarians. In this regard, the paper outlines two possible hypotheses of future evolution of the legal system: the constitutionalization of the Conferences, as the only possible way to guarantee the connection between the State and the territorial autonomies, and the non-constitutionalization and the maintenance of the current structure as - possible, but not obvious - consequence of the modification of bicameralism involving the entry of representatives of local authorities into a Chamber.
