Several hundred public water utilizations for irriguous use relating to small and big derivations at the service of collective irrigations in Piedmont are in the preliminary investigation stage for the renewal of concessions or other reasons. The pertinent administrative procedures are the competence of the Prov- inces, whereas the regional offices express the binding opinion for the granting of concessions to the big derivations, evaluating their conformity to the quality objectives of water bodies and to the regional plan- ning and programming guidelines. To support this work a standardized procedure has been produced and tested for the calculation of the net and gross requirements of first degree mutual irrigation companies operating in any part of the Piedmont, exception made for the mountain territories. The procedure consists of an open and objective type software based on a suitably predisposed spread- sheet. The objectivity derives from having linked the crop’s net irrigation requirements to a series of re- gional requirement tables, and the water use efficiency values to a set of tables automatically used by the software in conformity to the parameters obtainable on the bases of regional charts relating to the capa- bility of soil use and drainage. The results obtained allow quick and efficient comparisons between nearby districts useful for example in the case of a temporary or permanent reduction of derivations along the same watercourse due to water shortages. Another powerful functionality is the possibility to quickly and easily determine the advantage obtainable in terms of reduction of gross requirements at the supplying source, in case one should pro- ceed to modify the water networks and the irrigation methods in order to improve them.
