This paper is based on a recent research: “The “Regional ICT Infrastructures and Development of High Intensity Knowledge Activity and Services”, carried out within the boundaries of Piedmont and it also draws on the results of an international research project. According to the study results the diffusion of technologies, such as broadband, NGNs, etc., represents a basic – yet not sufficient - condition for building an inclusive and digital city. Much more important are the organization and aggregation patterns adopted by the several subjects operating in the mentioned territory. For this purpose it will consider 20 Wi-Fi case studies.They may become laboratories in which to pilot, together with users, new governance practices. The theme of governance and participation also requires a legislative model, with a digital agenda, that lays down guidelines. Important in this regardare the legislative proposals intended to transform Mexico City into a digital and knowledge city.
