The paper is inspired by the Italian situation at the beginning of 2021 in the middle of a persisting COVID-19 pandemic emergency. The appointment of a military Extraordinary Commissioner and the use of a military lexicon (the war-like metaphore) are considered as a case of further civilianization of the military more than the opposite.
